Downtown Rail District Redevelopment

Construction is progressing as planned to revitalize historic downtown Frisco!

To date, the City of Frisco's investment to redevelop the downtown Rail District exceeds $80 million. The project is designed to improve walkability, create rail-themed public gathering places and provide a venue for live music and other performances. Project Timeline

• July 2024: Main Street construction began.
• September 2024: 4th Street Plaza construction began.
• February 2025: Construction began on the public parking garage.
• December 2025: Main Street reopened to traffic.
• June 2026: Main Street completed.
• June 2026:  Public parking garage opened.

• August 2026: 4th Street Plaza is anticipated for completion.Project Details

    These projects are part of the Downtown Master Plan Update (PDF), approved by the City Council in 2018.

    Main Street 
    

    (1st Street to North/South County Road)
    Project completed June 2026.

    Key Features

    • Remove on-street parking
    • Construct wider sidewalks to include benches and trees
    • Add rail-type barriers separating the east and west bound lanes, continuing the rail theme throughout Main Street
    • Full depth paving replacement
    • Traffic signal improvements (Main/South County)
    • Replace the storm water system
    • Install a new 12-inch water line
    • Undergrounding of franchise utility lines
    • Install decorative pavers

    4th Street Plaza 

    Construction began September 2024. Anticipated project completion is August 2026.

    The plaza will serve as an outdoor community gathering space for downtown with a pedestrian connection between Elm and Main Streets.

    • Rail-themed public gathering place with signature shaded paths to guide visitors from Main or Elm Streets into the plaza

    Public Parking Garage 

    Parking garage opened to the public June 18, 2026.

    A new public parking garage will be constructed at the northeast corner of Elm and 3rd Streets, adjacent to the new 4th Street Plaza. View the renderings here (PDF).

    Key Features

    • Five-level garage with 451 parking spaces
    • Ground floor retail space
    • Upgraded façade that compliments the Rail District theme using brick with metal accents arranged in a grid and arch pattern
    • Metal mesh screening at street level to conceal parked vehicles from public view and enhance security

    Elm Street

    (1st Street to South County Road)
    Elm Street is open to two-way traffic and includes on-street parking.
